Local content: from the letter of the law to value created in Africa, a test of implementation
From Mozambique to Mali, from Ghana to Mauritania, African states are multiplying frameworks, secretariats and observatories to ensure that subsoil resources benefit national companies and workers. But adopting a law does not measure its effect. This report takes stock of what this week's official publications establish, and what they do not yet say: jobs, local procurement, processing.
